187 houses, 50 apartments in two blocks, and 37 own-door duplexes are being planned by Fingal County Council in their Mooretown development.
The plans also include a new link road from the Rathbeale Road which will cross their lands and meet Swords Community College (SCC).
Phase 1 of the development of the council lands between SCC and Cianlea will be the area from the north east at Rathbeale Road down through the middle of the site to meet Swords Community College.
This phase will not develop the lands around St Cronan’s Well but drawings released to councillors yesterday suggest of a small area of land around the well and the watercourse connecting it to a larger Glasmore Green area will be designated ‘open space’ within any future development.
The housing department of Fingal County Council have not yet revealed whether they plan for phase 1 to be social, affordable purchase, cost rental, or purchase.
Councillors will receive a futher briefing on the plans next week with the proposal being brought to the full council meeting on May 13th under the fast-track Section 179A planning process.
Cllr Ian Carey said:
“Finally we are getting a clear understanding of the site that will be developed and the type of housing planned. This phase will not impact the St Cronan’s Well site as it is futher away from it than existing estates but I would like more clarity on that.
“I also want clarity on the tenure mix for the area. I would like to see a strong mix of social, affordable purchase, and cost-rental, for such a large site it is really important that we give everyone an opportunity for housing in the area. It’s what I’m asked about a lot. I have already
“There are a few comments I want to make now in relation to this development. It’s clear from the Urban Design Strategy that the people living in this development will rely heavily on the local centre that will be part of the Mooretown development to the west. It is critical that the council work with the developer to ensure that local centre and the services it will provide come on stream before people are in these houses.
“I believe the walking and cycling East-West link between the school and the rest of Swords should be delivered as part of this phase. When the new road is built there will only be one field between it and the existing green in Lioscian. Already students are cutting across this area and now that we have established there will be walking link in future phases we should be facilitating all the students getting to SCC through here. Right now there are regular traffic jams on the Rathbeale Rd simply because it is the only route to the school. Many parents have been in touch with me in relation to opening this link. Facilitating multiple access points will also take pressure off any single one.
“The other transport point is around the provision of Dublin Bus and Eirbus services to this area. The council should work with the NTA and bus companies to ensure that Glen Ellen extension is open and that essential bus services are running along the Rathbeale Rd to the north of this site prior to construction. The wider Millers Glen and Mooretown areas need additional bus stops and services in this area right now and the council should use the growing provision of housing in this area to move the NTA on this issue. The inclusion of this area in Dublin Bus routes should have happened 10 years ago when building started in Millers Glen. We should not be make the same mistake again. While the walking and cycling links that are planned are strong the missing piece to eliminate car dependency in this area is the privision of effective public transport. These homes will be 2km from the village, they will need good bus services.”
